I have been playing this team for a few weeks now and still can’t understand it properly feels weak into other Raichu while mine feels slow and frail any thoughts on how to beat Raichu Y

It's about EV investment. Raichu normally uses Timid with SPA: 32 and SPE: 32, is an offensive sweeper, and you need to maximize his special attack and speed. Probably Sylveon + Arcanine is a good answer for other Raichu.

For me don't make sense all investments on defense and HP to still OHKO for Garchomp EQ. Do you know whats the logic for this evs spread?

That’s why Raichu is so popular with staraptor, especially mega Raichu X can just be used for fake out to and to bait the EQ, but you switch to staraptor and you are in a better position than your opponent most of the time. Other Pokémon like pelipper/aerodactyl/talonflame also work for good for setup if you don’t want to use staraptor.

You might want to do 23 speed on Raichu, it allows it to out speed a lot of pokemon like sneasler that could wreck havoc on sylveon and kingambit, or just mess up your setup with fake out.
